攸關歐盟改革與整合的《里斯本條約》已在愛爾蘭二度公投過關，但仍需捷克共和國與波蘭兩國政府批准。另一變數則是英國，雖然國會已批准，但很可能成為下任首相的保守黨黨魁卡麥隆表明，如果他上台時捷、波兩國尚未完成批准，就要將《里斯本條約》交付公投。
